California Democrat Adam Gray Among Small Group to Vote for Bill That Ended Shutdown

Merced, CA (November 17, 2025) — Rep. Adam Gray, a Democrat representing California’s 13th Congressional District, was one of six House Democrats who voted in favor of the funding bill that ended the 43-day federal government shutdown. According to the Los Angeles Times, Gray was the only Democrat from California to support the measure, which passed the House on a 222–209 vote and was signed the same day by President Donald Trump.

According to congressional records, the bill funds the government into early next year and provides full-year appropriations for several federal departments. It does not address the expiration of Affordable Care Act tax credits, an issue Democratic leadership had sought to include in shutdown negotiations.

The Los Angeles Times reported that Gray represents one of the most competitive districts in the country and previously won his seat by a narrow margin. In comments reported by the paper, Gray said he expected some criticism for his vote but stated he cast it to help end the shutdown’s impact on his constituents.

The shutdown, according to the Office of Personnel Management, resulted in furloughs or interrupted pay for hundreds of thousands of federal workers and delays in multiple federal services until the legislation was approved.
