Los Banos Pushes Forward with Public Works Projects: Bids Opened for Levee Repair and Yard Paving

Los Banos, CA (September 2, 2025) — The City of Los Banos continues to make progress on key infrastructure projects aimed at enhancing public facilities and ensuring long-term service reliability. In late August, the city opened contractor bids for two separate projects: the repair of the levee at Pond 2 of the Wastewater Treatment Plant and the paving of the parking lot at the F Street Corporation Yard.

On August 28, 2025, the City received and publicly opened sealed bids for repairs to the levee surrounding Pond 2 at the Wastewater Treatment Plant — a critical component of the city’s wastewater infrastructure. According to official bid results, five contractors submitted proposals. Don Chapin Company submitted the lowest bid at $328,777, followed by Garney Pacific, Inc. at $363,450. C2R Engineering, Inc. offered a bid of $519,876, while VSS International, Inc. proposed $598,618. The highest bid came from Agee Construction Corporation, at $677,500. All bids are currently under review, and a contract award is anticipated following evaluation and approval by the City Council. The project is intended to restore the levee to maintain safety and regulatory compliance.

Meanwhile, the City has also solicited bids for the rehabilitation of the parking lot at the F Street Corporation Yard, located at 1015 F Street. The scope of work includes removing the existing pavement and reconstructing approximately 21,200 square feet of new asphalt surface, along with installing a new concrete valley gutter. The project is divided into two phases, with Phase 1 covering about 2,500 square feet in the southwest corner of the property, and Phase 2 addressing the remaining 18,700 square feet in the northern section.

According to bid specifications, estimated quantities include roughly 796 tons of Class II aggregate base and 398 tons of hot mix asphalt. Based on these figures and current material costs, the City expects the total project cost to fall in the mid- to high six-figure range. The work is scheduled to be completed within 60 calendar days from the issuance of a notice to proceed.

The bid opening for the paving project is scheduled for September 23, 2025, with formal City Council review set for October 15. If approved, construction could begin as early as November 3, 2025. Contractors interested in bidding must hold a valid California contractor’s license (Class A, C-8, or C-12) and are required to attend a mandatory pre-bid meeting at 10:00 a.m. on September 10 at the project site. Only bids from contractors present at this meeting will be considered.

Both the levee repair and the paving project reflect the City of Los Banos’ ongoing commitment to maintaining and improving its essential infrastructure. While the levee repair supports the city’s wastewater management system, the parking lot improvements aim to enhance functionality and safety at a key municipal operations facility. Contract documents and technical details for the paving project are available on the City’s website and through several regional builders exchanges.

As these projects move forward, they underscore the city’s broader focus on proactive planning and long-term service reliability for residents and municipal staff alike.
